 This is currently handled in each job by referring to the application
 settings file. As I mentionned, LaunchBox does this, LnLauncher which is
 user-installed does this too. So you can configure the job from inside
 each application.

 The list of services in Windows is quite confusing as it lists many things
 and it's hard to know which are really useful or not, and which
 applications they come from.

 In any case, since there is support for checking a settings file from
 inside a job, certainly it's not too hard to do it from outside a job as
 well, and add a global settings file with all disabled jobs.
