Opinions:
1. Some {{{ pkgman cleanup }}} tool
2. Only keep the last 15 states, FIFO
#1 is likely more idea since there is not "fixed" size for a previous
state. #2 is good because it's "automatic".
I think the best approach may be a mix of the two :-)
