On hrev56578+46, 64bit, HaikuWebKit 1.9.1, all animated GIFs I've happened
on so far do work. Including the one linked on this ticket and the S&T
pages of the QuickTour.
Only if you change tabs, it won't still run when you switch back. You have
to reload the page to get it running again. I suppose it should pause when
switching tabs and un-pause when you're back, but this ticket seems to be
fixed.
