#15644: gcc does not detect fenv.h when building for sparc

_GLIBCXX_HAVE_FENV_H is not set when building the sparc buildtools. As a
result fenv.h is not included and the build fails.
Is fenv.h found for other platforms? It's in headers/posix so I don't see
why it wouldn't be picked up.
