#15621: [Build System] put source packages outside the packages directory

Beta1 can't be installed on systems with 256 MiB RAM because of #14831 and
#14571.
PulkoMandy suggested a reasonable workaround for that: put source packages
outside the packages directory. This will reduce memory usage and make
installation even faster.
