You have to enable folder name translation in Locale preferences for
 this to take effect.

 There is no such setting in Locale preferences, I think you mean the
 application names in Tracker setting. For the record, system is the only
 folder that is not translated among other folders, configuration, mail
 folders etc. all have translations visible.
