According to https://gerrit-review.googlesource.com/Documentation/note-
db.html , there should be an "all-Users" repository where user settigns
can be changed. I can't find this in our setup, so I'm wondering if we did
migrate to NoteDB when upgrading to Gerrit 2.15.
I would like to change the default user settings (tab size, 80 columns,
etc) but there is no way to do that currently.
