This is incorrect; there is something you can do: use the "Vulcan death
grip" to kill Tracker.
New users who are confused should read the Userguide or other materials
that explain these and other UI/UX differences from other OSes. We aren't
other OSes; we don't need to behave identically to them just so users are
not confused. That's what the documentation is for.
