#14698: Otter Browser does not Show Window when Run

I Installed Otter from Haiku Depot. Running it does not show any window.
It is on the applications running in Deskbar but that is all. If I try to
run it from terminal, no information is shown. I cannot close it from
Process Controller. I can only kill from Team Monitor. I am testing in
RI/Beta1 hrev52295+104. I also had the same in nightly revisions just
before beta1.
