My conclusion is the same: this is not something the user should care
 for. This is something the OS should do right. In no way I can imagine an
 use for manually freezing and resuming a GUI app. The OS should just make
 it so it runs as fast as possible without draining battery. And
 applications themselves (eg. web browsers) should be careful to not run
 useless code at full speed.
