#13268: Userguide site: clicking image does a 404

When clicking on an image in "Block edit" mode, it should open a window
with the "Upload resources" page for that image. There you can change the
image for that language by uploading a new one.
Currently (and for some time now) this results only in a:

Example: Clicking on the first image of the Debugger tries to open
