#13029: Add larger favicon to discourse forum

The favicon.ico that we use on our discourse forum includes only the
minimum 16x16 size icon, which reverts to an ugly greyed out failsafe
Apple-touch icon for discourse when it is forced to be displayed at larger
sizes.
* We need to add the 32x32 and 48x48 sizes to our favicon.ico
* Optionally we could add the 64x64 size to our favicon.ico
* Optionally add an extra large failsafe 'apple-touch-icon.png'
* Alternatively we could properly configure the Web App Manifest
'manifest.webmanifest' to link to large .png files
* Optionally add a silhouette .svg icon for Safari Pinned Tabs and
Microsoft Edge pinned pages
