There need to be multiple app_servers per-user simply due to the 32-bit

address space limitation

32 bit is basically obsolete. 32 bit mode in 64 bit OS should be
implemented instead, some WIP work is available.

Not to mention that proper privilege separation in app_server is

basically impossible

Why? Just add owner user to app_server objects and check permissions.
Windows win32k.sys do that.
