You could still have an application with a big number of windows, or work
in a very small resolution that forces you to scroll. OTOH, does this very
rare case warrent forcing the user the longer mouse movement in everyday
usage where you have to move over the first 3 entries on top every time? I
don't think so.
BTW, you can quickly scroll down with SHIFT+mouse wheel or the PageDown
key (would be nice if Pos1 and End keys would work too).
