These are used only to build the buildtools, as you can check from the
Haiku command line:

autoconf (GNU Autoconf) 2.69
~> libtool --version
libtool (GNU libtool) 2.4.2

We update these only when needed by a new gcc version, I think. Since they
are only used to build the compiler, it doesn't really matter to keep them
up to date.

In the case of autoconf it seems there are not a lot of changes (just a
single one).
