I don't know the specifics of your project, but in general I'd cut
nylon rope with a normal blade (a utility knife would work fine) and
melt/seal the end with a very light pass of a flame.
Wrap some tape around the rope, overlapping the spot where you want to
make the cut, and cut through both the tape and rope. Here's a video

Alternatively (or additionally) to heat sealing, you can whipstitch
the end to secure it (the traditional way, but a bit of work), or
maybe just use heat shrink tubing, or dip the end in superglue or some
similar glue.
