[guide.chat] Forum etiquette reminder

As moderator, I remind all users that the Dolphin forums should be a safe and
friendly environment for everyone to chat and share information. While Dolphin
respects users' freedom to have a laugh and joke with each other, nobody should
be made to feel unwelcome or uncomfortable; the forums are used by a wide range
of Dolphin Guide users, people varying in age and from many different
backgrounds so please think carefully before posting content which has the
potential to offend.
If any user is offended by content being posted they can report the issue by
email to me (sarah.jones@xxxxxxxxxxxxxxx); users who offend others will be
given a warning but repeat posts would result in the user being blocked from
the forum.
