[gsis_admins] Paulding county - requesting guidance about the Alternative Education Program

I sent this ticket to the DOE yesterday and here is their response.  I looked 
up BOE Rule 160-4-8-.12 and it reads as follows:

So I think we are ok claiming alt for FTE for credit recovery.  What do you 
think?

1.      Would a student repeating a course to earn credit for high school 
graduation be considered 'credit recovery program'?
Please have the user review BOE Rule 160-4-8-.12 (ALTERNATIVE/NON-TRADITIONAL 
EDUCATION PROGRAMS) and also the Credit Recovery website 
http://www.gacreditrecovery.org/.



2.      Would a student taking dual enrollment courses through MOWR be 
considered 'early college'
No - not necessarily.  The student would specifically need to be participating 
in the Early College Initiative and attending one of the Early Colleges in 
Georgia.  Please have the user review the following website for information
