As long as the IISADMPWD virtual directory is correctly configured on your OWA servers, users should be prompted to change their password when their account is set to "change at next logon." We have lots of users that only use OWA. We are going to force these users to change their passwords. I have tested out that if I set their account to change password on next login they can not log into OWA and if I uncheck that option then they can log in.
