[gptalk] Enhanced Security Configuration in IE

Is it possible to set "select" internet explorer security settings and let 
others be so the users can change them if they want. Basically want to set 
certain security zones (i..e prompt for Active x, etc) but would like the 
users to be able to edit other parts (i,e. add pop blockers). Through my 
testing it appears once the zone is customized then the users do not have 
access to edit it. It gets overwritten each time once the policy is 
reapplied. Any help is greatly appreciated.
