[gpodder] How to setup build environment on Windows 7

Hi All,

I hope to setup build environment on Windows 7.
Especially, I with to fix https://bugs.gpodder.org/show_bug.cgi?id=2058

Due to I don't know much about python,
I couldn't finish to setup build environment.

Is there anyone to help me?
I hope that someone update wiki for how to setup build environment.
