[gmpi] Note on sec 4.25

One of the good things about gettext is that the host doesnt need to care
about databases and the like, the strings are autotranslated when/if the
host says what locale its running in.
We should be looking to get the same level of automation / lack of impact
on authors.
OT: Tim if you have no objections I'd like to name all the setions so
they can be reffered to with URIs.
