Hello Leo, everyone,
Leo, It's regrettable that this conversation must be public, but the problem 
has been there for all of us to see. So, at risk of joining others who have 
suffered the wrath of Leo, I will respond to your public challenge.

The problem does not have to do with a typeface or style. I wish that was all 
we are dealing with.

The problem is not cultural. American people are not that much different from 
Russian people, and I have great respect for Russian culture. I even teach in a 
school that originated in St. Petersburg, and I am proud of its leaders and 
founders.

The problem is, occasionally you show amazing disrespect for your fellow peace 
workers. When peace workers work together for peace, they adopt a professional 
attitude of mutual respect. If they start criticizing each other in public, 
their behavior is no different from the leaders who escalate in terms of 
weapons and threats, or even the problem faced by the Zooks and Yooks in The 
Butter Battle Book from Dr. Seuss.

Yes, we need to adopt a critical mindset when we help each other improve our 
suggestions for peace, as we would for any academic discussion. Surely we are 
free to do that. It is one thing to criticize someone directly, one to one, in 
an e-mail. That is fine. But when a leader sends copies of every criticism to 
200 colleagues, something is terribly wrong. This clearly works against our 
purpose as peace workers.

In answer to your question on shouting - to shout is to put down, in public, a 
faithful UN worker. To shout is to belittle, in public, highly respected peace 
workers like Robert Crane, Norman Kurland, and now Charles Merieca (who is now 
enduring a terrific work schedule in preparation for a major peace conference 
in Malaysia). In the latter case, a few days ago, you say to him, in public...

"Similarly, for Charles Mercieca, who spared no time for endless mailing petty 
information, but can not find one hour..."


Please stop telling us how petty and noncultural we are as peace workers. Don't 
beat us over the head by suggesting that the only solution for peace is a 
sociological study. (Or a contest among peace workers, judged by yourself.) 
But, above all, please work with us as colleagues of equal status. Peace 
workers are too little heard in the world today, and we desperately need to 
work together. Just look what is happening in Syria.

We belong to different cultures. I tell you honestly and frankly, without 
hypocrisy: I do not like much in American culture and in the American people, 
but I am patient them and tolerant to them. I understand that you also do not 
like much in the Russian culture and the Russian people. But I call you to be 
tolerant and patient. 

What do you name a shout? - Underlined words? - But it is common practice to 
strengthen the most important words of any texts in our culture, as in many 
others. Do you agree that without patience and tolerance we can not achieve 
peace and harmony? Or do you want the whole world lived under American rules?

GPS, as if he is indifferent to the peace science, hence, to world peace, to 
which he devoted nearly 50 years of life. But what they are without the support 
of a fundamental instrument of modern peace - without the Global Peace 
Science? 

Please let us be consistent peacemakers and to be at the level of global peace 
of 2013, which requires fundamental science and without which it will die in a 
womb still unborn. Or are you waiting for permission and invitation of our 
governments that nurture global war by the trillions of their budgets? Without 
our hard remind them of global peace and its science, they never remember about 
it. 

So, we have an alternative: either we are waiting silently and cowardly death 
of world peace, or we justify our peacekeeping mission and raise our voices 
in its defense through creation of the Global Peace Science. It is an ethical 
choice before us: that we prefer? The first choice will be late cross on the 
grave of traditional peacekeeping, which degenerated into chaos of small, 
insignificant, fragmented and spontaneous peacekeeping efforts. 

The second choice will be the germ of a fundamentally new peacekeeping, on the 
basis of uniting all peacekeepers SCIENCE OF GLOBAL PEACE as peace mind of 
humanity in the 21st century!

I think you know that I am under treating  of the thyroid gland that was the 
cause of the excess cholesterol in my blood and the blood pressure !
For three months, the cholesterol is higher than the normal value and causing 
pain in my chest and slow movements  at my fingers and forearms! When I move, 
palpitations at the heart and chest pain!

For a month, I'm almost my movements are restricted.

(A propos du droit d’ingérence humanitaire et du droit international !)  
L’opposition syrienne a accusé la communauté internationale d’être 
complice, par son silence, de l’attaque « à l’arme chimique » 
perpétrée selon elle ce mercredi dans une banlieue rebelle de Damas par le 
régime syrien, avançant le chiffre de plus de 1.300 morts  Le système 
politique international actuel est basé sur la réalité des Etats Nation 
basée sur la charte des Nations Unies. Avec ce système, dans les instances 
internationales chaque pays dispose d’une voix.
Ce système a ses avantages, cependant, il a un grave inconvénient.
Je ne propose pas de créer de nouvelles structures, ni de modifier 
arbitrairement ce qui existe Je dis simplement qu’aujourd’hui au nom du 
droit au respect de son territoire,  celui de frontières juridiques et 
géographiques, en toute impunité des Dictateurs ou des groupes extrémistes 
peuvent en toute impunité :arrêter, détenir, torturer, assassiner, ou 
utiliser collectivement  la force des armes, par l’armée, la police, ou des 
milices pour réprimer telle ethnie, voire tout un peuple, et ceci au nom de sa 
légitimité territoriale, ethnique ou théologique.
N’est-il pas temps : de considérer l’universalisme moral kantien du 
respect du droit à  la dignité de la vie, de traiter l’être humain comme 
une fin = principe qui est au-delà de considérations juridiques en cours. 
N’oublions pas les mises en garde de Jean-Jacques ROUSSEAU.

Que faudrait-il faire ? Déjà , donner davantage de moyens à l’organisme de 
la gouvernance mondiale : l’ONU !
Lors du sommet du millénaire en septembre 2000, le Secrétaire général de 
l’ONU de l’époque Kofi ANNAN, indiquait que l’Institution n’avait  
bénéficié que de 0,5% de la somme des 800 milliards de dollars que les Etats 
membres avaient dépensé pour leur défense nationale. A ceci, comme auteur, 
j’ajoute les 734 milliards estimés pour la vente d’armes illicites 
(chiffre indiqué par le représentant d’un Etat africain) lors du sommet 
pour la terre organisé en 2002 à Lyon par Messieurs GORBATCHEV et STRONG avec 
la ville de Lyon.

Notre monde s’est doté d’Institutions juridiques internationales pour 
condamner les Etats ou les personnes lors de crimes de guerre ou de crimes 
contre l’humanité.
Â
Cependant les jugements sont longs, lourds à organiser. Certes la culpabilité 
n’est démontrée qu’après un jugement. Egalement, la présomption 
d’innocence et les circonstances atténuantes ont à respecter normalement  
avant jugement.
Â
         C’est le fonctionnement logique de la justice déjà violée 
par des révélations et sentences médiatiques dans certaines situations. 
Cependant ce principe concerne plus des réalités individuelles que celles de 
massacres collectifs.
Cependant lors de massacres avérés, injustifiables, dans un premier temps, à 
l’heure de la télévision, d’internet, des satellites et du téléphone 
portable, des réseaux sociaux, les institutions juridiques mondiales devraient 
disposer d’un droit d’alerte d’interpellation devant les opinions 
publiques.

Ensuite, il faut casser cette logique rappelée par CLAUSEWITZ, selon laquelle 
le recours naturel à la guerre est celui de continuer la politique par 
d’autres moyens.
Le Conseil de sécurité de l’ONU devrait être doté de pouvoirs 
d’intervention supplémentaires : dont celui du droit d’ingérence 
humanitaire sous certaines conditions précisées après examen par un groupe 
d’experts juridiques internationaux reconnus. Ceci, afin  de faire respecter 
le droit au respect de la dignité de la vie, de toute vie.

En la circonstance, il ne s’agirait pas de faire la guerre, mais de la 
décourager, en s’interposant, appelant au dialogue, au droit à 
l’existence en décourageant les velléités de guerre et les atteintes aux 
droits humains et si cette force de paix est attaquée, elle riposterait avec 
fermeté et détermination.
Le respect des droits humains, de la dignité de toute vie humaine aurait ses 
conséquences sur celle du respect de toute vie : animale, végétale, 
minérale….

Si la politique ne le propose pas, c’est à l’écrivain à finalité 
philosophique à la proposer.
Signalons, que la charte des Nations Unies présupposait l’existence d’une 
communauté mondiale. Cependant la charte contient deux principes 
contradictoires. D’après l’un des concepts, les éléments constitutifs 
sont les Etats, l’autre est axé sur l’être humain en tant qu’individu. 
Or, dans la structure de l’organisation des Nations Unies le premier concept 
prédomine et s’illustre par des procédures évidentes.la tâche de 
l’organisation d’imposer des limitations et des contraintes aux Etats 
s’avère compliquée dans la mesure où les Etats sont maîtres de leurs 
décisions. Les Etats répugnent à se fixer eux-mêmes leurs propres exigences 
dans le respect des devoirs.

Cette réalité a son incidence dans maintes décisions. Alors que nos élus 
politiques, les médias ne cessent d’appeler à la mobilisation citoyenne, un 
citoyen engagé de façon innovante pour la culture et la paix reçoit le plus 
souvent cette réponse hallucinante des Institutions et collectivités 
territoriales : seules et sous certaines conditions les associations et ONG 
peuvent être aidées, mais pas un projet individuel même innovant !

Tout aussi inquiétant : Comme l’a mentionné un juriste :Frédéric SUDRE, 
dans un essai de plus de 800 pages consacré au droit européen et 
international des droits humains, actuellement le droit international a été 
incapable de donner une définition précise du concept de peuple. Quant au 
droit à la vie = il reste incertain, ceci, car si les textes internationaux 
énoncent le droit à la vie, ils  ne définissent pas la vie !

(In connection with the right of interference humane and the international 
law!) The Syrian opposition showed the international community to be accessory,

international political system is based on the reality of the States Nation 
based on the United Nations Charter. With this system, in the international 
authorities each country has a voice.
This system has its advantages, however, it has a serious disadvantage.
I do not propose to create new structures, nor to modify arbitrarily what 
exists I say simply that today in the name of the right to the respect of its 
territory, that of legal and geographical borders, in all impunity of the 
Dictators or the groups extremists can in all impunity:to stop, hold, torture, 
assassinate, or use the force of the weapons collectively, by the army, the 
police, or of the militia to repress such ethnos group, even a whole people, 
and this in the name of his territorial, ethnic or theological legitimacy.
It is not time: to consider the Kantian moral universalism of the respect of 
the right to dignity of the life, to treat the human being as an end = 
principle which is beyond legal considerations in progress. Let us not forget 
the warning statements of Jean-Jacques Rousseau.

What would be necessary to make? Already, to give more means to the 
organization of the world governance: UNO!
At the time of the top of the millenium in September 2000, the General 
secretary of UNO of the time Kofi Annan, indicated that the Institution had 
profited only from 0.5% of the sum of the 800 billion dollars which the Member 
States had spent for their national defense. With this, as author, I add the 
734 billion estimated for the sale illicit weapons (figure indicated by the 
representative of a African State) at the time of the top for the ground 
organized in 2002 to Lyon by Sirs GORBATCHEV and STRONG with the town of Lyon.

Our world obtained international legal Institutions to condemn the States or 
the people at the time of crime or war crimes against humanity.

However the judgments are long, heavy to organize. Admittedly the culpability 
is shown only after one judgment. Also, the presumption of innocence and the 
mitigating circumstances have to respect normally before judgment.

         It is the logical operation of the justice already violated by 
media revelations and sentences in certain situations. However this principle 
concerns more of individual realities than those of collective massacres.
However at the time of proven massacres, unjustifiable, initially, at the time 
of television, of Internet, the satellites and the cellphone, the social 
networks, the world legal institutions should have a right of alarm of 
interpellation in front of the public opinions.

Then, it is necessary to break this logic recalled by CLAUSEWITZ, according to 
whom the natural recourse to the war is that to continue the policy by other 
means.
The Security Council of UNO should be equipped with additional powers of 
intervention: of which that of the right of interference humane under certain 
conditions specified after examination by a group of expert legal international 
recognized. This, in order to make respect the right to the respect of dignity 
of the life, any life.

discourage it, while interposing, calling with the dialog, the right to the 
existence by discouraging inclinations of war and the attacks to the human

The respect of the human rights, of the dignity of any human life would have 
its consequences on that of the respect of any life: animal, vegetable, 
mineral….

Let us announce, that the United Nations Charter presupposed the existence of a 
world community. However the charter contains two contradictory principles. 
According to one of the concepts, the components are the States, the other is 
centered on the human being as an individual. However, in the structure of the 
United Nations the first concept prevails and is illustrated by procedures 
évidentes.la task of the organization to impose limitations and constraints 
in the States proves to be complicated insofar as the States are Masters of 
their decisions. The States feel reluctant to set themselves their own 
requirements in the respect of the duties.

This reality has its incidence in many decisions. Whereas our political elected 
officials, the media do not cease calling with the mobilization citizen, a 
committed citizen in a way innovating for the culture and peace generally 
receives this incredible answer of the Institutions and territorial 
collectivities: only and under certain conditions associations and ONG can be 
helped, but not an individual project even innovating!

Quite as worrying: As mentioned it a lawyer:Frederic SUDRE, in a test of more 
than 800 pages devoted to the European and international right of the human 
rights, currently the international law was unable to give a precise definition 
of the concept of people. As for the right to the life = there remains dubious, 
this, because if the international texts state the right to the life, they do 
not define the life!

(Con respecto al derecho de injerencia humanitario y al derecho internacional!) 
  El sistema político internacional actual se basa en la realidad de los 
Estados Nación basada en la Carta de las Naciones Unidas. Con este sistema, en 
los organismos internacionales cada país dispone de una voz.
Este sistema tiene sus ventajas, sin embargo, él tiene un grave inconveniente.

No propongo crear nuevas estructuras, ni modificarse arbitrariamente lo que 
existe Digo simplemente que hoy en nombre del derecho al respeto de su 
territorio, el de fronteras jurídicas y geográficas, en toda impunidad de los 
Dictadores o grupos extremistas pueden en toda impunidad:decidir, tener, 
torturar, asesinar, o utilizar colectivamente la fuerza de las armas, por el 
ejército, la policía, o de las milicias para reprimir tal etnia, o incluso a 
todo un pueblo, y esto en nombre de su legitimidad territorial, étnica o 
teológica.

No es tiempo: considerar el universalismo moral kantien del respeto del derecho 
a la dignidad de la vida, a tratar el ser humano como un final = principio que 
está más allá de consideraciones jurídicas en curso. No olvidan las 
advertencias de Jean-Jacques Rousseau.

¿Qué sería necesario hacer? Ya, dar aún más medios al organismo de la 
gobernanza mundial: ¡la ONU!
En la cumbre del milenio en septiembre de 2000, el Secretario General de la ONU 
del tiempo Kofi Annan, indicaba que la Institución sólo se había beneficiado 
un 0,5% de la suma de los 800 mil millones de dólares que los Estados 
l$miembros habían gastado para su defensa nacional. A esto, como autor, añado

indicada por el representante de un Estado africano) en la cumbre para la

Nuestro mundo se dotó con Instituciones jurídicas internacionales para 
condenar a los Estados o a las personas en crímenes de guerra o crímenes 
contra la humanidad.

Sin embargo los juicios son largos, pesados a organizar. Ciertamente la 
culpabilidad no se demuestra hasta después un juicio. También, la presunción 
de inocencia y las circunstancias atenuantes tienen que respetar normalmente 
antes del juicio.

         Es el funcionamiento lógico de la justicia ya violada por 
revelaciones y frases de información en algunas situaciones. Sin embargo este 
principio se refiere más a realidades individuales que el de masacres 
colectivas.
Sin embargo en masacres probadas, injustificables, inicialmente, a la hora de 
la televisión, Internet, los satélites y el teléfono portable, de las redes 
sociales, las instituciones jurídicas mundiales deberían tener derecho de 
alerta de interpelación ante las opiniones públicas.

A continuación, es necesario romper esta lógica recordada por CLAUSEWITZ, 
según la cual el recurso natural a la guerra es el seguir la política por 
otros medios.
El Consejo de Seguridad de la ONU debería ser dotado con poderes de 
intervención suplementarios: que el del derecho de injerencia humanitario bajo 
algunas condiciones precisadas tras examen por un grupo de expertos jurídicos 
internacionales reconocidos. Y ello, con el fin de hacer respetar el derecho al 
respeto de la dignidad de la vida, de toda vida.

En la circunstancia, no se trataría de hacer la guerra, pero de desalientarla, 
al interponerse, apelante al diálogo, al derecho a la existencia al 
desalientar las veleidades de guerra y los ataques a los derechos humanos y si 
esta fuerza de paz se ataca, contrariaría con firmeza y determinación.
El respeto de los derechos humanos, de la dignidad de toda vida humana tendría 
sus consecuencias sobre la del respeto de toda vida: animal, vegetal, 
mineral….

Si la política no lo propone, es al escritor con finalidad filosófico por 
proponerlo.
Indiquemos, que la Carta de las Naciones Unidas presuponía la existencia de 
una comunidad mundial. Sin embargo la carta contiene dos principios 
contradictorios. Según uno de los conceptos, los elementos constitutivos son 
los Estados, el otro se orienta hacia el ser humano como individuo. Ahora bien, 
en la estructura de la Organización de las Naciones Unidas el primer concepto 
prevalece y se ilustra por procedimientos évidentes.la intenta de la 
organización que imponga limitaciones y dificultades en Estados resultan 
complicados en la medida en que los Estados son amos de sus decisiones. Los 
propios Estados repugnan a establecerse sus propias exigencias en cumplimiento 
de los deberes.

Esta realidad tiene su incidencia en muchas decisiones. Mientras que nuestros 
cargos electos políticos, los medios de comunicación no dejan de llamar a la 
movilización ciudadana, un ciudadano comprometido de manera innovadora para la 
cultura y la paz recibe generalmente esta respuesta que alucina Instituciones y 
a colectividades territoriales: ¡sólo y bajo algunas condiciones las 
asociaciones y ONG pueden ser ayudadas, pero no un proyecto individual incluso 
innovador!

Igualmente inquietante: Como lo mencionó un jurista:Frédéric SUDRE, en una 
prueba de más de 800 páginas consagrada al derecho europeo e internacional de 
los derechos humanos, actualmente el derecho internacional fue incapaz de dar 
una definición precisa del concepto de pueblo. ¡En cuanto al derecho a la 
vida = sigue siendo dudoso, esto, ya que si los textos internacionales enuncian 
el derecho a la vida, no definen la vida!
