Le Traité d'interdiction des armes nucléaires vient d'être adopté à l'Onu
Aujourd'hui Vendredi 7 juillet, les Nations Unies ont approuvé un Traité
d'interdiction des armes nucléaires. La Présidente de la Conférence des Nations
Unies sur l'interdiction des armes nucléaires, Elayne Whyte Gómez, du Costa
Rica.a indiqué hier que « c'est un moment historique, c'est le premier traité
multilatéral de désarmement nucléaire à être conclu en plus de 20 ans »,
a-t-elle ajouté lors d'une conférence de presse organisée au siège de l'ONU.
Selon le projet de texte, le traité couvre toute l'éventail des activités liées
aux armes nucléaires, interdisant à tout État partie de s'engager dans le
développement, le test, la production, la fabrication, l'acquisition, la
possession ou le stockage d'armes nucléaires ou d'autres dispositifs nucléaires
explosifs.(Source ONU)
Les interdictions s'appliquent également à tout engagement à utiliser ou à
menacer d'utiliser des armes nucléaires ou d'autres dispositifs nucléaires
explosifs.
C'est une grande victoire pour les peuples du monde entier. Après les armes
chimiques et les armes bactériologiques ce sont les armes nucléaires qui sont
interdites en tant qu'armes de destruction massive, sur la base d'un Traité
d'interdiction.
L'humanité dispose désormais d'un instrument juridique contraignant pour
interdire les armes nucléaires en déclarant, sans ambiguïté, que les armes
nucléaires ne sont pas seulement immorales, mais aussi illégales.
Tant d'années et tant de travail acharné de générations de militants contre les
armes nucléaires sont couronnés par un succès.
Ces luttes conduites depuis 1950, ont mobilisés des dizaines de millions de
personnes à travers des rassemblements multiformes, mais aussi des appels
souvent initiés par les survivants d'Hiroshima et de Nagasaki (les hibakushas).
Ainsi avons obtenu successivement l'arrêt des essais nucléaires dans
l'atmosphère, sous la mer, puis un traité d'interdiction définitif des essais
nucléaires et des Zones exemptes d'armes nucléaires sur les ¾ de la surface du
Globe.
Aujourd'hui c'est un traité d'interdiction des armes nucléaires, élaboré dans
le cadre de l'ONU par 135 Etats qui concrétise l'article 6 du Traité de Non-
Prolifération signé par la France.
L'existence de ce traité va imposer à la nouvelle Assemblée Nationale de
ratifier ce traité et de bannir des arsenaux français les armes nucléaires et
les stratégies suicidaires qui les accompagnent.
Cette question va avoir un retentissement et susciter débat dans tout l'espace
public, puisque le traité interdit tous les soutiens, techniques, financiers,
logistiques qui participent à l'existence des armes nucléaires. Les élus
locaux, administrant les riverains des sites nucléaires militaires devront eux
aussi participer au débat, car le traité affirme sans ambigüité, que par leur
seule présence, les armes atomiques constituent un risque majeur de catastrophe
humanitaire.
Le Mouvement de la Paix, conscient que ce traité marque une rupture historique
au sein des relations internationales en offrant l'opportunité de raviver
l'esprit de la Charte des Nations Unies pour construire un processus pacifique
de sécurité collective, est déterminé à mobiliser l' opinion publique en France
pour que le gouvernement respecte ses engagements et ratifie ce traité en
choisissant la raison contre l'enfer.
Le Mouvement de la paix invite ses comités et amis ainsi que la population et
toutes les organisations investies dans le combat pour un monde sans armes
nucléaires à:
- Propager et fêter dès à présent cette bonne nouvelle partout en France en
particulier à travers des initiatives publiques.

pétition demandant l'arrêt des programmes de modernisation des armes nuclé

il est prévu de doubler les crédits consacrés aux armes nucléaires dans le
budget de la France.
- Participer (et/ou initier) partout en France aux marches pour la paix qui
auront lieu le samedi 23 septembre à l'appel du collectif en marche pour la
paix qui a parmi ses objectifs la mise en œuvre du traité d'interdiction des
armes nucléaires et le gel des programmes de modernisation de ces armes.
- Participer aux mobilisations qui auront lieu le Dimanche 7 octobre autour des
sites liés aux armes nucléaires en France. (Île Longue, Valduc, Istres, Le
Barp, etc).

The Treaty of prohibition of the nuclear weapons has just been adopted with UNO
Today Friday, July 7, the United Nations approved a Treaty of prohibition of
the nuclear weapons. The President of the Conference of the United Nations on
the prohibition of the nuclear weapons, Elayne Whyte Gómez, of Costa Rica.a
stated yesterday that “it is one historic moment, it is the first multilateral
treaty of nuclear disarmament to being concluded besides 20 years”, she added
at the time of a press conference organized to the head office of UNO.
According to the text project, the treaty covers all the range of the linked
activities to the nuclear weapons, prohibiting in any State started from begin
in the development, the test, the production, the manufacturing, acquisition,
the possession or the stockpiling of weapons nuclear or other explosive nuclear
devices.(Source UNO)
Prohibitions also apply to any commitment to use or threaten to use explosive
nuclear weapons or other nuclear devices.
It is a great victory for the people of the whole world. After the
bacteriological chemical weapons and weapons in fact the nuclear weapons are
prohibited as weapons of mass destruction, on the basis of Treaty of
prohibition.
Humanity has from now on a constraining legal instrument to prohibit the
nuclear weapons by declaring, without ambiguity, that the nuclear weapons are
not only immoral, but also illegal.
So many years and so much keen work of generations of militants against the
nuclear weapons is crowned by a success.
These fights led since 1950, mobilized tens of million people through multiform
gatherings, but also the calls often initiated by the survivors of Hiroshima
and Nagasaki (hibakushas). Thus successively obtained the stop of the nuclear
tests in the atmosphere, under the sea, then a final treaty of prohibition of
the nuclear tests and Zones free from nuclear weapons on the ¾ of the surface
of the Earth.
Today it is a treaty of prohibition of the nuclear weapons, elaborate within
the framework of UNO by 135 States which concretizes article 6 of the
Non-proliferation treaty signed by France.
The existence of this treaty will force the new National Assembly to ratify
this treaty and to banish French arsenals the suicidal nuclear weapons and
strategies which accompany them.
This question will have a repercussion and will cause debate in all public
space, since the treaty prohibit all the supports, techniques, financial,
logistics which take part in the existence of the nuclear weapons. The elected
officials, managing the residents of the military nuclear sites will have to
also take part in the debate, because the treaty affirms without ambiguity,
that by their only presence, the atomic weapons constitute a humane main risk
of catastrophe.
The Movement of Peace, conscious that this treaty marks a historical rupture
within the international relations by offering opportunity of reviving the
spirit of the United Nations Charter to build a peaceful process of collective
security, is given to mobilize the public opinion in France so that the
government respects its commitments and ratifies this treaty by choosing the
reason against the hell.
The Movement of peace invites its committees and friends as well as the
population and all the organizations invested in the combat for a world without
nuclear weapons with:
- To propagate and celebrate as of now this good news everywhere in France in
particular through public initiatives.
- To sign the petition asking the stop of the modernization programs of the
nuclear weapons for which it is envisaged to double the appropriations devoted
to the nuclear weapons in the budget of France.
- To take part (and/or initiate) everywhere in France with the steps for the
peace which will take place on Saturday, September 23 with the call of the
collective moving for the peace which has among its objectives the
implementation of the treaty of prohibition of the nuclear weapons and the
freezing of the modernization programs of these weapons.
- To take part in the mobilizations which will take place on Sunday, October 7
around the sites related to the nuclear weapons in France. (Long Island,
Valduc, Istres, Barp, etc).
