Is it one of the "old" (number stamped into the metal) Travel Bug tags or one 
of the "new" (number printed on the metal) TB tags? All "new TB tags have the 
same activation code - "SIGNAL". If you have one of the "old TB tags you can 
contact Groundspeak and they can find the activation code for you (this might 
take a little while - or not).

I found a dogtag in a cache and it hasn't been activated. No activation code
included. I'm guessing that someone left it as a tradeable item with the
intent that the finder activate it and create a new TB.

No code :(  can't activate it :(  can't log it :(  don't see a reason to drop
it in another cache in it's current state

any suggestions?
