OK.
The Baggage claim check becomes some kind of moving cache. I've read about
areas that have secret caches and the coordinates are on something  like a
keychain that moves from cache to cache. You don't actually log it into the
cache --  you just put it in there and when someone comes along that knows
what it is he picks it up, finds the "secret" cache and then places the
keychain in a different cache.
Picture this concept with a baggage claim ticket.

You claim the baggage, log the cache, leave the baggage back on the carousel
and then place the claim check in another cache.

It's doable ...
