[GeoStL] River Levels Rising Fast

Last Friday I did GCGT0N Treasure on Tate Island by FullQuiver and
Ooga Booga, which requires the river level in Jeff City to be under 8
feet on the gage unless you use a boat. On Friday the level was under
4 feet today it over 16 feet and rising fast. Hopefully it won't be a
year before someone visits this cache again like it was before my
visit..
