[GeoStL] Replacing cache

As a cache placer, I appreciate whenever someone helps to maintain one of my 
caches by
replacing zip locks, writing instruments and maybe even a logbook.

However, if a cache is totally missing, I don't think a cacher should 
completely replace the
cache in the likely location of the cache.  The missing cache should be logged 
as a no find,
so that the placer can replace it or archive it.
