Sounds like a trick question to me.  

 

It does not say the packs are on the bus.  So if they are not on the bus,
there are 14.

 

But if the packs are on the bus, I get 10,990

 

So is my price an answer to a puzzle cache?

I tried to figure it out but then decided that being on Darvocet and
Flexaril it isn't a good thing for me to try and think. I would like to know
if the bus is moving and if so who is driving it???
