What you are looking for is what is called reverse geocoding and this
is not as widely available as geocoding (address to lat/long).  I have
found one site that does it pretty well though you have to write the
request as a type of query as it is a geoquery demo site.

http://geobase.telogis.com/demo.html

pick geoquery demo

then type query in using the form

reverse geocode latitude longitude;

note the latitude and longitude must be in decimal degrees and the
query is ended with a semi colon.  To see more on how to use the
