I was wrong, the order was issued in 1996 and was turned off May 2, 2000. He probably knew it was coming.. I am trying to find some more info to see if it was to happen sooner and there was a delay... He had the insight to create the cache a month before selective availability was turned off. He didn't post the note on the Internet until 5/3/2000.
