[Bug] b15 pv4: Adjust Paragraph does not accept decimal values

1. Start FTC
2. Call Dialog Adjust Paragraph at "Format - Adjust Paragraph"
3. Set Left paragraph margins to: 1,5 and press Ok.
4. Call "Adjust Paragraph Dialog" again and see the the value is set to: 1,0. I
had expected a value of 1,5 as it was set before.
