RTF import in Windows

There's an RB bug that's causing a problem with the RTF import on Windows
(here's the report: feedback://showreport?report_id=15724).
Basically GetInternetTextEncoding always returns Nil in Windows, which causes
the characterSetToEncoding function in RTFUtilities to return nil as well. This
causes a nil object exception.
