I'l give you an easy method.
Copy the tar.bz2 file to where ever you wish to keep it. Then Unpack it into
a folder [right click to extract].
Now you can easily access the player from desktop by placing a launcher
there.

Come to desktop. Right click and choose 'Create Launcher'.
Type: Application
Name: xbine
Command: [click the browse button, then go to the folder where you unpacked
the tar.bz2 and then select file named xbine.]
Click OK.

Hope this would solve your problem.
