Jgive currently only process donations in shekels, but definitely have the 
lowest fees (and as far as I know are working on being able to process other 
currencies, so it might be worth checking back at a later date).
If you don't need it to be the same platform, you can do Jgive in shekels and 
PEF (or others) for dollars....
