Our donors who don't want to give via our American Friends, specifically
because of the overhead issue, give via PEF (Israel Endowment Fund) -

PEF was established for the sole purpose to give US donors tax credit for
funding non profits in Israel.
Might be an easier route than setting up your own 501c3
