Translators with write access to git can push their translations (but
no other files) directly. In the past most other people have sent
their translated .po file to this mailing list for maintainers to
commit. PRs are ok too. Just note that there's a risk with PRs (as
well as .patch files) that if there's almost any update to the .po
files in the repository before someone tries to merge it, it won't
apply.

OK. I've started doing some updates to the Esperanto translation and
have pushed them to the S3_0 branch. I don't expect to have a full
translation any time soon, but I should be able to at least update
some of the main menus and dialogues.
