Since we started the pilot using OSDN for tracking some tickets we've
gradually updated various documents to point to it as the bug tracker
to use. We may have not made a clear conclusive decision that osdn is
the tracker to migrate to, but at least upcoming freeciv releases will
have it as the documented bug tracker.
So at this point everyone should open new tickets to osdn, unless
there is specific reason to still open them to hrm (such as setting up
dependencies with a ticket already in hrm)
