Andreas,

On windows platform try to use the E12 function key.
In the old day's (20-series) this key had the same function.

are their any installations using a separate mechanical button
(electrically wired to the I/A) to silence the horn?

There is no way to use the software or hardware Annunciator keyboard.

I could think on a FBM input and a block which sets the FBM-Horn-Output
to false but there may be a better solution.
