[foxboro] dmcmd question

I'm hoping someone can give me some help with this foxdraw question. I'm
trying to open an overlay dependent upon the state of a CIN. It never executes
the equal statement.
close -all== 'DUCT_BNR:XI1138.CIN' 1 ov \opt\olean\ovl\FC0810.fdf -l LR!=
'DUCT_BNR:XI1138.CIN' 1 ov \opt\olean\ovl\FC0918.fdf -l LR
