[foxboro] Suddenly loading the AApan file doesn't work to assign displays to the annunciator keypad

For about 10 years now we have been successfully using the pref command
to assign buttons to the annunciator keypads on Unix WPs.  Now when we
try to add four new displays to four WPs, the results are very sporadic
and unsuccessful.  Out of four WPs in an area, we get different
combinations of success - two out of four, none out of four, one out of
four, etc.  And different ones succeed on different WPs.  We have tried
re-editing the files many times and they certainly look ok
 
pref -LBUG ascmd "loadalmpnl /usr/fox/alarms/01WP01AApan"
 
I found this in the list archive, and when I did it, it verified with
the correct display names:
 
2. In order to verify what is actually loaded into the alarm panel use
the
prtalmpnl command. 
Using the same configuration parameter from above LBUGAW01 and
GCLBUGWP01 then the following command will dump the alarm panel
contents
to a file called 01WP01AApan.prt. in /usr/fox/alarms
pref -LBUG ascmd "prtalmpnl" 
 
What now?  We tried a reboot, still the same result.  When we press the
buttons that were not loaded correctly, the screen just flashes.
