[foxboro] Mounting Foxboro marshalling cabinets on a raised computer floor

Folks,
We are just finalizing design for mounting Foxboro marshalling cabinets on a
raised computer floor.  A how to question surfaced about mounting the
enclosure just to the raised computer floor or through the raised computer
floor to the subfloor floor below using threaded rod.  The latter is
certainly a more secure mounting method.  Why not?
