George,
 
I have been involved with a couple of sites where Alarm Management products 
(sorry not from Matrikon) have been installed.  If the product is based on the 
EEMUA Report #191 then you should get the funtionality that is required to 
manage alarms.
 
Both sites use a COMM10 port and both sites have been able to make dramatic 
reductions in frequency of alarms and size of alarm bursts. 
 
When we were looking at various vendors, most were willing to allow a 2-3 month 
test period where you could use the product at no charge until you were 
satsfied that it would do what you wanted.
