Would you mind informing the members of your Disability User Groups of upcoming
changes due to Covid-19 in Dublin City please.
Due to the Covid-19 world we live in now and the requirements for social
distancing there is a huge concern regarding how people will be able to travel
to and around Dublin City, in response to some of the immediate concerns during
the lockdown period a number of changes have been made where additional space
for pedestrians to safely meet social distancing requirements, however
recognising that there needs to be a far more comprehensive change in mobility
in the city due to the Covid 19 restrictions, Dublin City Council and the NTA
have had to put a Strategic Programme together to get Dublin ready for when
more people are coming back into the City.
Dublin City Councillors were presented this on 21/05/20 and it will be
discussed by them at a further meeting on June 8th as well as also at the
Transportation SPC meeting on the 3rd of June.

As Section 9 of the Report states this is a temporary emergency programme and
due to the fact that things needed to be implemented now there has not been the
luxury of time to formally consult with people prior to this report.
Generally, the report estimates that there will be a significant reduction in
capacity on public transport due to social distancing requirements and this
reduction in capacity will be in the order of 80% . Many will still be working
from home or will choose to walk or cycle into the City. Some may choose to
drive if they have parking facilities however there will be a serious deficit
in the capacity of the mobility system in Dublin for the foreseeable future.
Therefore in order to try and address this challenge DCC/ NTA will be looking
to implement a serious of temporary measures to include widening of footpaths,
protection of cycle lanes, providing additional space at bus stops. etc. These
measures are designed to encourage more walking and cycling, to assist with
social distancing and to try and ensure that both public transport and private
car use is available to those who cannot use a different mode. Timing of
signals have been altered so as to reduce the time pedestrians have to wait to
cross the road and so alleviate any queuing at crossings.
Due to the change in shift of the past modes of transport, it is envisaged that
more space is needed for pedestrians and for cyclists, as with many other
European Cities in this crisis.
· Many parking and loading facilities have been sectioned off with
temporary measures already so that if a person on a footpath feels that the
footpath is too busy that they can step out safely onto the parking area.
· Cycling facilities will have temporary measures to segregate them
more from cars.
· Measures will be put in place to allow social distancing at bus stops.
It is not fully designed yet but the concept is there and it is hoped to look
at it more on a street by street basis and implement it as it evolves. It could
take months to complete. Any measures implemented will at a minimum not
interfere with existing pedestrian facilities, and indeed hopefully increase
provision for pedestrians, but as these are all temporary measures they can
be adjusted if necessary.
