Suggesting to have all party walls above the roof line inspected, sothen can
advise the owners to get it fixed. Otherwise, you could just letit go until
they have a problem with the wall.
I will send you the responsibility chart to send to all homeowners

Right, that's my understanding as well.
So why are you suggesting we (the HOA) pay to inspect it?
If we're doing a roof inspection anyway, we'd probably have
that crew take a look at the partition walls, but otherwise
it's up to the owners to figure out.
In the mean time Tom, please make the new owners aware of their
responsibilities not covered by the HOA. In addition to our declarations,
I think Sandy has a responsibilities chart we should review and then have
you send to every new owner as well, if you're not doing this already.
