So here's the think the Board is going to have to consider.
The pictures Tom sent do not show ordinary landscaping. They are plantings
that were done by the (previous) homeowner and are therefore the homeowner's
responsibility to maintain.

Can can you please reach out to KSN and ask them how we should handle this?
In my opinion, the cost to restore this to normal landscaping should be
borne by the homeowner - whether grass or mulch - and then the ongoing
maintenance would once again be the HOA's responsibility. However, we need
KSN to weigh in to see if this is legitimate.
If we could please get an answer on this, we'll be able to vote on this next
open Board meeting.
