First of all, this should be going to Tom, not the Board.
Secondly, it is doubtful this is a clogged gutter when everything is
frozen. This sounds more like ice damming which the HOA does not cover...
Not sure.
Thirdly, how do we know this isn't caused by his refusal to fix his party
wall system up above the roof line?
Tom can you send somebody out to have a look at this and figure out what's
going on?
