Does the traffic come from the same IP address (or small group of IP
address) if so block the traffic at the firewall from the offending ip
range.

We host/intern Doctors from all over the world, Blocking the whole
country would cause problems down the road I suspect.

Do you have a need to receive email from anyone with a .tw domain name,
I block all mail with a .tw, .kr, and a few other extensions, so my
message filter is *@*.tw and it seems to do the trick.
