I would take a look at pfDavAdmin. It won't generally let you do
anything you shouldn't.  :-)

But the specific change you mention sounds fine.

Hi,

On Exchange 2003, Public Folders have permissions for "ANONYMOUS LOGIN"
and "Everyone".  Are there any ramifications if I remove these two
"users"
completely?  I would like to assign permissions to selected users or
groups only, and of course Administrators.
