dns can't bind

Hi all,
sorry for the lenght of this but I am trying to give you as much info as
possible :
my win / exchange log reports :
the DNS proxy agent will not bind to the ip address 192.168.0.1 the error may
indicate a problem with tcp/ip networking ..............
I have no firewall or routers attached ( now )
I have checked the netsettings to be correct
I can ping it ok
but it just refuses to play ball, anyone point me in the right direction
